Deputy chairman of the Russian government Sergey Sobyanin who is also head of the RF government office makes plans to present at the International Forum “Oil and Gas Field Services and Equipment. Russian Experience and International Cooperation” that will take place on October 1-4 in Tyumen. During his office as Tyumen region governor, Sergey Sobyanin paid much attention to development of oil and gas equipment industry. In particular, it was his initiative to provide tax privileges to oil companies that purchased domestic equipment. The consistent efforts to support equipment manufacturers led to a 25 percent annual growth in Tyumen region’s machinebuilding industry. An important milestone in the development of the Russian machinebuilding was the beginning of manufacturing of heavy-duty drilling rigs by the Tyumen Shipyard. That type of equipment used to be built only by Uralmashzavod, but in July 2008 Tyumen commissioned to Gazprom the drilling rig named Yekaterina intended for Yamal Peninsula. Manufacturing of drilling rigs by the major plant of the region – the Tyumen Shipyard – is a result of the policy initiated by Sergey Sobyanin and continued by the current governor Vladimir Yakushev. The Tyumen region government is aware that the region should not remain a source of raw materials only – the oil and gas equipment industry should continue to develop there. A heavy-duty drilling rig is the most complex type of oil and gas equipment. The equipment was never manufactured in the region, even in the Soviet times. It is notable that it was a Russian plant to be a pioneer in this field.

During vice-premier’s visit to Tyumen, he will be accompanied by representatives of the Ministry of Energy, Ministry of Industry and Trade, the Russian Federal Antimonopoly Service, Rostekhnadzor, Rostekhregulirovanie and the Federal Agency for Mineral Resources Management. The Tyumen forum will be attended by top managers of Gazprom, Transneft, Rosneft, LUKOIL, TNK-BP, Slavneft, Surgutneftegaz and many oilfield services providers and equipment manufacturing companies. In addition to state support and private sector participation, the Forum will feature discussions of oil and gas sector modernization, interaction between buyers and manufacturers of oil and gas equipment, bidding practices in natural monopolies and oil producing companies, market monitoring issues. The Tyumen forum is organized by the international group “Congress Management Network” under the auspices of the RF Presidential Administration, Tyumen region government and the Association of Oil and Gas Equipment Manufacturers.
