Russian-American joint venture, CJSC “DS Controls” was founded in 1998 on a 50/50 basis by OJSC “Machinebuilding Corporation “Splav” that comprises a group of companies supplying pipeline valves to the nuclear power industry and the oil and gas industry, on the one hand, and by Dresser, the world’s leading manufacturer of control and pressure relief valves and level transmitters for various industries.
The company’s history. Prior to 1992, Dresser was a large supplier of products for the Soviet defense industry. Many enterprises of the chemical and petrochemical industries used Dresser’s Masoneilan- and Consolidated–branded equipment. After 1992, the trade relations were interrupted. In mid-90ties, Dresser Corporation started looking for new opportunities in the rapidly developing Russian market. In turn, Splav Corporation that managed to survive the economic decline, was looking for a partner among international control valves manufacturers.
The joint venture CJSC “DS Controls” was established in 1998. CJSC “DS Controls” currently conducts the following activities:
- Dresser-licensed production of control and shutoff valves and digital level transmitters.
- Supplies of license-manufactured equipment and pipeline valves of Dresser’s other plants in Russia, Ukraine, Belarus, Uzbekistan, Kyrgyzstan, Turkmenistan and Georgia.
- Aftersale support of its products and equipment of Dresser’s other plants – through the company’s service center.
- Design and selection of pipeline valves of any degree of complexity.
- Integrated supplies of pipeline valves – in partnership.

CJSC “DS Controls” is equipment with state of the art machine tools: milling center Daewoo HM-800, turning lathe Daewoo Puma-400, pressurizing test bench St1-6, calibration bench РМ-500, valve assembly and testing bench HENNAI 600052, optical emission analyzer Arkmet – 8000, packaging machine Instapak, welding conveyor. The equipment allows to handle products of up to 4,5 tons. The production facilities are located in the territory of Splav Corporation and occupies approximately 3000 m². The company also owns a three-storey office building with total floor space 1500 m². CJSC “DS Controls” uses some of the technologies and equipment of Splav, such as periodic tests bench О-1,53/0,2 NG 1037, hot tests bench О-2,3/0,2 NG 1067, pneumatic bench О-1/0,2 NG 1001MV, climatic test chamber О-1/0,2 NG 1107, pneumatic drive testing bench NG 1092, hot test bench NGГ1115, hydraulic test bench NGГ1121, seismic resistance test bench NG 2042, vacuum unit O-3,5/0,2 T-9,5/0,5, dye penetration inspection, X-ray, spray-paint cabinet.

In 2003, the company certified its quality management system to ISO 9001. The company currently holds ISO 9001:2000 certificate of compliance for manufacturing and repair of valves used in pipelines for chemical, petrochemical and oil processing plants, as well as for storage and handling of explosive, toxic and aggressive media. Certificate № S 022 from 25.07.2005, issued by International Certification Center “Konstand”.

License for manufacturing and repair of digital level transmitters CDU-01 № 002954-IR from 11.07.2006.
Other business activities of CJSC “DS Controls” are not subject to licenses.

- CJSC “DS Controls” owns manufacturing facilities that operate under DRESSER-MASONEILAN licenses and use the company’s software, components and equipment to produce high tech control and shutoff valves with pneumatic and electric drives, and digital level transmitters. Other types of pipeline valves: safety valves, dampers, gate valves manufactured by other (overseas) plants of Dresser are supplied at competitive prices by CJSC “DS Controls” as the sole representative of the corporation in Russia and CIS.

- With Dresser quality, the equipment manufactured by CJSC “DS Controls” is priced not higher than products by domestic manufacturers. Annual increase of valve manufacturing capacity allows to reduce prices.
- The company has an extensive experience in equipment supplies for large-scale ($1-5 million) projects.
